Unpassed Budget in borough of Tioga

What's the importance of your borough having a budget? How do you benefit from it? Well, you benefit from it by having newly paved roads which are good for your car. And perfect sidewalks safe from cracks that could cause an injury. What if I told you that your borough doesn't have a budget for spending in the community? Well in the borough of Tioga as of January 20, 2022, the council still hasn't passed a budget for 2022 year. For the borough to adopt the budget, they have to advertise the proposed budget for 10 days. Pennsylvania statute Title 8, section 1310, states, “Upon completion of the budget containing the estimated receipts and expenditures, the council shall adopt the budget by the motion of the council, which may not be later than December 31.” Starting November 1, 2021, the Tioga Borough council has been meeting and discussing adopting a budget for 2022. They weren't able to advertise at the first meeting because there was a mathematical error within the budget. Since then each meeting until January 3rd, 2022, lacked a quorum. Quorum is the minimum number of members of the council that must be present in order for any proceedings to be valid. At the January 3rd meeting all 7 members of the council were present to set a new budget. They met on January 13th to pass the budget but council President Bill Preston said that the scheduled advertisement got posted a day later than expected only giving the budget 9 days instead of the mandatory 10. And as of the January 20th meeting they postponed the advertisement of the budget.
