The institutional barriers faced by black families in Albany created the perfect conditions for a racist incident to occur. Slater states “Almost half the residents were white and more than a quarter Asian … it didn’t feel diverse to its black residents, who made up just over 4 percent of the population” (8). The demographic data Slater presentes, indicate a community that appears diverse at face value but fails to provide inclusivity and representation of all groups. This lack of substantial representation made it difficult for black students and residents to feel included or heard. In such a distinct environment, the challenges faced by underrepresented people were often brushed aside, leaving biased views unchecked. This lack of representation created fertile ground for racist incidents like the private instagram to occur, due to the voices and experiences of black residents not being sufficiently recognized within the community.
